Ohio electric laws – disconnection during the winter?

I was wondering if anyone knows the laws in Ohio about turning off someone's electric during the winter. we used to have electric through Alleganey Power and they never shut your electric off even if you didn't pay it at all during the months of Nov to April however now we have AEP and I just figured that was a federal law but they come the other day to shut off our electric. If I would not have paid $350 that day over the phone they was going to shut it off.

So if anyone has any information on this or knows where I could find information on this I would greatly appreciate it.
